In a short letter it is impossible to convey your whole intent. First, the government already has more than enough information on all of us than even they know what to do with, simply by virtue of public records. I'm not sure what more they could get from DNA that they wouldn't already have anyway. Please provide examples.

Second, I do trust the government enough to believe that they don't have malicious intent - bumbling bureaucrats yes, but doubt they're really going to clone anyone or do anything else of suspicious value without public knowledge. I think plenty of people would also volunteer and would get their kids in to do a DNA sample. So I agree with you, no need to require anyone but criminals, but to at least be more aggressive about a voluntary program would do more good than could ever materialize from the "sci-fi" harm of "government spies & social engineers".

DNA is not a modern fingerprint. It is much more. DNA has within it many details of a person. I don't trust the goverment with so much information about everyone. you said : "So many rapists and murderers will strike again and again." So?! Convected sex offenders and murders can go into the database but not the entire population.
